RPA 8 2050 Long Range Transportation Plan
Regional Planning Affiliation 8 (RPA 8) is currently updating its Long Range Transportation Plan (LRTP). RPA 8 updates its LRTP every five years as required by the Iowa Department of Transportation. The LRTP maps out a long range vision for managing and improving the region’s transportation system through the year 2050. This update will ensure that the plan meets current federal requirements and addresses the evolving transportation needs of the region. The updated LRTP is scheduled for completion by June 2027.

Get Involved
Community input is essential to developing a plan that accurately reflects the priorities of the region. Throughout the LRTP development process, RPA 8 will provide opportunities for residents to share their ideas and feedback

RPA 8 LRTP Survey
The RPA LRTP Survey asks for your opinions on the region’s transportation system and your priorities for the future. The online survey questionnaire includes 14 questions and should take less than 10 minutes to complete. A paper copy of the survey questionnaire is available on request.

RPA 8 LRTP Map Survey
The LRTP Map Survey is designed to collect comments on specific locations within the planning area. Simply select a location on the map and provide a comment about a transportation issue, concern, or opportunity. Most responses can be submitted in less than a minute, and you may provide comments for as many locations as you would like.

Plan Development Process
RPA 8 begins work on a Long Range Transportation Plan (LRTP) update about a year before adoption. The planning process includes data analysis, resident and stakeholder engagement, identifying future needs, and drafting plan chapters. 

RPA 8 staff prepare draft chapters and present them to the RPA Technical Advisory and Policy committees for their review and feedback. Once the Policy Committee approves draft chapters, they are shared with the public and other interested parties, such as state and federal departments of transportation, for additional review. 

As the planning process advances, RPA 8 staff collect and incorporate feedback on each chapter as they refine the plan. Near the end of the process, all chapters are compiled into a complete draft plan, which is released for a 45-day public review and comment period before the Policy Committee holds a public hearing and votes on adoption of the final LRTP.

RPA 8 Area
The RPA 8 planning area includes all of Clinton, Delaware, and Jackson counties, and the portion of Dubuque County located outside of the Dubuque Metropolitan Area (DMATS). See the map of the RPA 8 region below.
